Best evil empire.

    Okay, this is not a battle of the most powerful evil empire out there, but a battle of the best, evil empire.

    The catogories that should be considered are:
    Popularity
    Outward appearance
    Democratic system
    Citizen's living standard
    Their hold of their territories.
    How they handle politics and rebels
    Leadership
    System of ruling
    Age, how long did it stand the pressure.

    To name a few evil empires, we got The Star Wars Empire, Morgoth's rule of Middlegard in Tolkien, the Combine in Half-life, The Empire of Man in Warhammer 40k (well, they aren't nice atleast) and so on. Heck, why not throw in the Brittish when we are still at it. Which evil empire do you think is the one best suited to rule the world? You can nominate whatever, as long as you prove it's an evil empire, and someone else has a chance to know about (no evil empire in my pants and such please).

    Let the battle of ideologic suppremecy begin!

    The Imperium of Man in WH40K is pretty powerful. This is what I'd rank it as, according to the OP's list:

    Popularity - It's got trillions upon trillions of people. Lots of uprisings though.
    Outward appearance - Most powerful empire in it's time. Fear and awe-inspiring.
    Democratic system - Ha ha ha ha ha!
    Citizen's living standard - Bad. Hive worlds are like 24/7 sweatshops. Death worlds are worse.
    Their hold of their territories - While the fringe systems often change hands, other empires can never really gain a solid foothold, because the Imperium will declare Exterminatus on any overrun planets.
    How they handle politics and rebels - Space Marines. Inquisitors. Assassins.
    Leadership - The Emperor is pretty much a God. Although he's somewhat useless at the moment smile-big , the High Lords do a decent enough job of keeping the Imperium going.
    System of ruling - Extremely militaristic, feudal, and with a very strict caste system. Those who betray the people are often executed.
    Age, how long did it stand the pressure - Like the name says, 40,000 years.

    this probably doesn't count as an emporer but I'll give it a shot, If Itachi becomes emporer of Akatsuki he'd be the best.

    Morgoth's rule in middleearth

    The catogories that should be considered are:
    Popularity: 100%
    Outward appearance: Badass
    Democratic system: He ruled for 10 000 years without anyone having an objection.
    Citizen's living standard: Unknown, few citizens though.
    Their hold of their territories: Took the acts of all the other archangels (or god, unsure about defintion) to conquer his realm.
    How they handle politics and rebels: Did not have politics or rebels.
    Leadership: By the most powerful archangel / god in the verse.
    System of ruling: Dictatorship
    Age, how long did it stand the pressure: Again, I think it was atleast 10 000 years, not sure about this though - a long time since I read Silmarillion last time.

    My vote is on Morgoth.
