It's Ootsutsuki. Like, Oat-suit-suki. Anyway, it's difficult to tell since we don't have that information. We don't even know how many more Ootsutsukis exist out there in the universe. For all we know they could have eaten themselves to the brink of extinction (Attack on Titan-style, baby). They certainly seemed like they were acting on their own, though. Momo didn't even make a vague threat that more of his kinsmen would show up after his death, either. Also, aren't they implied to be an interdimensional species? Like, not only existing across individual worlds, but entire fucking dimensions? Also, when Momoshiki took Naruto to what can only be assumed to be his dimension, it was a barren wasteland with a dead Shinjuu Tree.

Kaguya has this power but its never clear when she got it. She likely didnt get it until she ate the fruit cause in her backstory she used no such ability when she was getting attacked by villagers. Its also stated to cost alot of chakra which she didnt have till the fruit either. Momoshiki made pills out of bijuu power so maybe thats why he could use it.

As far as other Ootsuki's, in Kaguya's arc in Shippuden she mentioned the "other's" that would come after her. They showed Kinshiki, Momoshiki and an unnamed 3rd Ootsuki. I've always felt would be relevant in the new series because A)he had absolutely no impact on Shippuden and B) Boruto was ramping up at that time. Kishi was supposedly heavily involved in that arc and I just doubt they wouldve place the new guy without purpose.

    1) There is no such thing as filler/canon in Japan, this is a western concept born from the likes of Star Wars/Star Trek. It generally has no bearing on Eastern IP's so if you're thinking in this manner, you are probably wrong from the onset.

    2) Kishi was involved in that arc

    3) SP's anime is likely the defacto canon material for Boruto and has likely been like this for a while. They've animated everything post part 2, including Boruto the movie which Kinshiki/Momoshiki appeared. Kishi has been involved and he already stated he was going to make this better than Shipudden. It'd be pretty disingenuous to think they drew multiple frames of a new character with a new series on the horizon if he had no place. But maybe thats just me...
