Example lets say you have a character who can throw around galaxy level fire power in a special
dimension but outside of it it he can only throw around building level fire power at maximum

so are their examples of this in fiction ?

A lot of the Hell Lords in Marvel are like this aren't they?

Yes but things like how many souls they have in the realm and I suppose worship/followers help too.

Anyway this is used in Marvel and DC with beings like Endless, Hell Lords and such.

Offcourse if OP is asking for something very similar to the gaps out and inside the special place then no. Those characters I mentioned don't operate at building level outside their realm. They are much higher, the difference outside and in will vary result based on comic/writer but never to such a huge extent that they go from building to Galaxy level.

Right now I can't think of such an example in fiction.

Probably Shaman King if I'm not wrong :hmm

Thought it was confirmed that whatever they do in the Great Spirit would also apply to their real world DC, but I've heard it from others, so it's not a definitive answer.

Lancer of Black from F/A can only use his Noble Phantasm Kazikli Bey while inside the area he had previously marked with Demonic Defender of the State.

Funny Valentine from JJBA can only use D4C while between two solid objects IIRC.

Yumekui Merry fighters are pretty much non-superhumans outside of their dream dimensions.

Not sure if the Endless are a great example here. They go from absolute dominion over their personal realms to "simply" anthropomorphic personifications of certain concepts (and by extension, their reverse.)

    Lol.

Aa'une the Oligarch from Chaotic had at least one location where his power was increased. Lake Blakeer is normally a place that negates the M'arrillian's mind-control abilities, but Aa'une becomes virtually indestructible in Lake Blakeer, and he can basically launch what amounts to a World-covering Mind Wave that can take control of all creatures caught in its area of effect.

Not so much that they're not superhuman so much as the characters can't even physically manifest in the real world (and thus, no access to powers) other than Merry.

    Definitely applies to Yumeji though.

In Kubera, the strongest Sura are limited in what kind of power they can use in the human world. Kind of the reason for most of the cast still being alive, really :maybe

Gods, notably, don't have this restriction, so they're stronger combatants by comparison

    Hm, as for other examples?

Do the Anti-Spirals count? Most of the high-end stuff that they did took place in their own dimension, where they can control things pretty freely as I recall. Lord Genome even says that's part of the reason they won the war. I'm not quite sure how this translates to when they're outside said dimension, though
