    What the hell is House Level? You must mean Street Level or something. Anyway, It'd help if I actually knew how many joules fireworks of that level are packing in explosive power to match it up to the standard DC chart.

    20.15 KJ is Wall Level+ IIRC since it starts at 5 KJ.

    Can't find exact details on 600 mm shell fireworks unfortunately, although if you can find the amount of explosive chemical mass one were to contain, you can always use 3 MJ per kilogram as a reference to the potential energy of black powder.
