Going from what we had on this page:

Edo Tensei was Tobirama's solution to ending Child-soldiers. I'd say most likely that they were running out of manpower, and just using child soldiers was not a viable solution.

So Tobirama had to revive dead Senju....

I'd say, Tobirama's a Machiavellian bastard. I like it :amuse.

His motives still doesn't make it right.

Robbing the dead == not a good idea.

It's such a powerful jutsu that it doesn't need a justification like that.

well perhaps that jutsu was created out of desperation, and not a weak reason.
I mean if the clans are willing to send children to war, things are looking grim. Add to that, a bad life expectancy, and reviving the dead is "needed" for survival.

In essence, 'drastic measures for a drastic situation can apply in this case. You're right, it doesn't make it right. but this doesn't stop it from being needed.

Desperate times calls for desperate measures. If you're friends are dead and your stranded in an ice mountain, you will eat them to survive.

Yeah, and he sacrificed other kids to bring the dead kids :awesome

There is no justification to Edo tensei, since it needs living people as sacrifices.

If you're going to kill your enemy anyways then use then as ammunition for your zombie jutsu.

Or, you know, captured enemy soldiers.

So... you'd rather just kill those captured enemy combatants than use their deaths for something useful? In our day and age, it seems barbaric, but in an age where the life expectancy was 30, even for civilians because of the constant warring and children were dying because they were forced into becoming soldiers, sparing the lives of your comrades by using captured enemy combatants as human sacrifices might not seem that bad.

I think we all figured he made it out of desperation and not boredom. It doesn't change the atrocity of his actions though.

it's a pretty twisted jutsu. you have to be some kind of mad man to invent something like that.

Hoping Tobirama made Edo-Tensei purely as an anti-Uchiha mental torture tactic. (they eventually figure out how to dispel the technique and their lies a dead/captured Uchiha that they unwittingly killed themselves)

Some of the enemy soldiers were kids aswell :awesome

Killing the captured enemy soldiers is a war crime.
Anyways, I am not saying he created ET with bad intentions, but it is a terrible jutsu no matter how you look @it, because of its requirements.

Those are times of Wars, Tobirama need to do something to prevent more casualities from Konoha / Senju and to prevent children used as weapons so he invented ET.

Absolutely, they don't, but that's war, people do desperate things in order to survive. If that's what Tobirama intended Edo Tensei for, I guess he used it to revive Senjus, so they wouldn't turn on him or the clan.

    Eh?

He's the one who started Ninja Academy thus encouraging more child soldiers, I don't think it is the reason at all.

If you read the chapter, you saw the other side wasn't taking any prisoners, even when they vastly outnumbered the enemy. Four Uchiha standing around murdered Tobirama's little brother. It is perfectly reasonable to use Edo Tensei against child murderers. You'd be stupid not to. You capture two enemy soldiers, just like Tobi ambushed Torune and Fu. You kill one of them and summon them back into the other's body. You then send him after his comrades. Simple.

Tobirama was a hawk, subjective to feelings like revenge, wrath, etc.

Given his (later) personality, it seems more likely that he wanted to turn living Uchiha children into Undead Senju.

It is unknown how Tobirama employed Edo Tensei's use. For all we know, he could've invented it be used on himself as a sacrifice (ET self sacrifice can be possible), or he could've never used it at all, despite having invented it, because it is a KINJUTSU

    We can give likely scenarios:

Shitty/grim and desperate war + child soldiers + Jutsu that revives the dead = some kind of connection.

Everyone but 1 poster seems to be missing the third Senju brother who conveniently died this chapter.

The character has a unique, recognizable design and is related to two main characters, so he's not someone who's going to be totally irrelevant to the plot.

It's certainly a possibility. But he also started the Ninja Academy, so who knows.

Alternatively, he could have captured two Uchiha; killed one; and used the other as a sacrifice...only to send the Edo Uchiha towards the Uchiha clan with the command to kill as many of his kin as he could.

    But I like your interpretation.
