Never seen Itachi fight without his sharingan so Hokage Kakashi wins by default
Just minus what he can do with 3T. Katon, kunai work, Taijutsu etc
IMO if Kakashi was and Uchiha he'd be above Itachi. Or if Itachi wasn't an Uchiha Kakashi would also be above him.

You've been around long enough to know the difference.
Sharingan is hereditary. Parting a Uchiha from the Sharingan like it's a technique they just learned is not really contextual.

There is a difference between better and stronger. Removing his Sharingan does not remove his experience and knowledge.
In this scenario, it is 50/50, imo. Kakashi may be the slightly stronger now with purple lightning, but Itachi is still probably a better shinobi because he is good at controlling the battlefield. Could go either way imho. Scenarios could be drawn up for both winning.
If Kakashi was a born Uchiha and had double MS, make it double Kamui since that's what we know him as, would he be a stronger Uchiha than living Itachi was?
Stronger? Yes, most probably.
Better? Depends upon how he used Kamui as a Uchiha and what style he developed off that. It would certainly be different from his manga style of fighting.

Only problem being all that experience is gained through fighting with sharingan and all that knowledge he uses is when sharingan is his best weapon. Most of his tactics are like 90% sharingan dependant. That is the only way he has ever fought. Without sharingan his precog and genjutsu gg is gone which renders his usual fighting style almost useless.
sharingn isn't what canonically makes itachis mind, hands & feet faster & gives him better bushinjutsu, genjutsu & summons than kakashi
But what are his better genjutsu? His whole fighting style is 90% dependant on sharingan. Without his sharingan genjutsu which unlike other regular genjutsu that can be predicted, he isn't catching anyone like Kakashi off guard. The fact that he needs to weave signs to Perform a a decent genjutsu now tells how dependent he is on sharingan. And that luxury he doesn't have here.
His style encompasses the Sharingan a lot because he gained it at a young age. However, he can still do a lot of things outside the Sharingan. His first skirmish with Kakashi was not reliant on the Sharingan up until he used the MS for Tsukiyomi. So he can fight outside of it. That is where the experience and knowledge comes into play.
But he seriously can't put down someone like Kakashi without his sharingan. The fact that he decided to use Tsukuyomi on Kakashi emphasizes that fact He didn't want none of Kakashi's greater experience come into play. He wanted no risks. His A game is sharingan. Without that he is just a very fast and smart Ninja, which Kakashi is also.
He used Tsukuyomi because he was in a rush, he wanted . He first tought that he would with just 3T, but he despite not being an Uchiha. That's why, he used Tsuluyomi.
Under neutral conditions, it was pretty clear that Itachi was dominating the debate even with Asuma and Kurenai's support, the Sarutobi was even shocked about his strengh : " " and Konoha side was clearly under pressure.
Overall, Itachi would've won the fight after a while which was not his aim.
He used Tsukuyomi because he wanted to finish the fight quickly and overwhelm Kakashi, not because he had to use it to put him down. Kakashi was already tired before MS was used.
