I will say just one thing.. Five Kage Summit Naruto was at his rock bottom. Purposely allowing yourself to be a punching bag, kneeling and begging for a criminal and then start hyperventilating after you get a reality check?

Yeah, not the best Naruto out there.

I'll say that Minato stands at the top of morality while Five Kage Summit Sasuke is dead last tho.

Gai, Part two Sakura, Part Two Tsunade, Kage Summit Naruto (???)
    Minato, Jiraiya, Kakashi (????)
Hebi Sasuke (Questionable morals, but sane)
Itachi, Kage Summit Sasuke (Both have shitty morals. Just different sanity levels.)

1- Gai, I suppose, really he has not done anything enough to decide on their morality...but he help a child, so is the best for me.
    2- Jiraiya
3- Sakura during the first part of naruto shippuden
    4- Tsunade
    5- Minato
    6- Kakashi
7- Sasuke hebi (before he decided to do a massacre, when he only wanted to kill Danzo and the other two old men)
8- Naruto crying (sounds like a joke but I mean it, I do not understand how someone normal would want revenge in case they executed a not so friend of him for being an international terrorist)
9- Sasuke crazy (he wants to kill everyone)
10- Itachi (I've already commented on this)
I only consider crazy Sasuke better than Itachi because Itachi did manage to kill everyone and Sasuke did not get a shit (fortunatelly)

Itachi. Is tricky to say. For example by the crazy morals of the shinobi world, Itachi did the right thing at great cost to himself. Its very clear that he did what he did for selfless reasons. He tried to turn himself into one of the most hated monsters in the series history for the sake of the village and his brother. He did what he thought was best and was apparently a paragon of shinobi morality.
But his actions have been... controversial with some of the fans. Ideally the village shouldn't need to be protected by a massacre of an entire clan. And if it has to be done those responsible should be honest and accountable. Not to mention Itachi made his brother go through it all in the hopes that he could grow stronger. Which definitely did more harm than good.
Depending on your perspective Itachi is either on top or on the bottom of the list. 1/10 or 10/10

Kage Summit Naruto was arguably when Naruto was at his most moral. He was very unwilling to hurt others including those of other nations. And his last encounter with Nagato showed that he had learned the value of not hurting his enemies. Plus he was adamant about stopping Sasuke even if he might risk their lives while also trying to protect him. In terms about morals (but not necessarily diplomacy). He'd dialed down the perversion (minus using sexy justu which was actually pretty effective) and was acting as a good teacher to Konohamaru. He did go agains the acting Hokage, but then the acting Hokage was very antagonistic to him. 10/10

Kakashi, Gai and Part 2 Tsunade were pretty straightforward moral characters. The probably would have killed for the village but only when necessary and always did their best to protect their subordinates. Although I guess Kakashi and Tsunade arguably played favourites by not hunting down Sasuke, But then Kakashi was willing to put Sasuke down after he forced his hand in the Land of Iron. And that was around the point where most of the fans probably wouldn't blame him for it. 9/10

    Minato
was a great hero and self-sacrificing. He seemed the type of Hokage to capably defuse tension in battle and did his best to protect everyone. It could be argued that giving the Kyuubi to his son and not leaving him with a better guardian to give him the truth was irresponsible. But the whole "Minato had enemies" excuse kinda gets him out of that. And its considered moral in the shinobi world to pass power to your family. Plus he forgave Tobi quite easily and tried to stop Kakashi from having to kill his childhood friend (again) in cold blood. Minato held a great depth of compassion and duty. 9/10

    Sakura
stopped hitting Naruto quite so often and felt protective of him after a while even if she couldn't do much about it. Her place in a medic meant that she performed many good deeds with ninjutsu that most people use to destroy. But again she was quite a dishonest person even with her allies (drugging Lee, Kiba and Sai, plotting to kill Sasuke behind their backs). And if there's a moral in Naruto its that secrecy is much more dangerous than honesty. 7/10

Jiraiya is actually a lot less moral than some might think. Although he was a reliable, heroic and brave shinobi, he had major flaws. Most notably never checking in on the Ame Orphans after leaving them in a warzone and leaving Naruto as a pariah and an orphan for over 12 years, despite agreeing to be his godfather. He claims to have been spying on Orochimaru, but he fucked that up pretty badly considering he never found out Oro about killing the Kazeage or planning war against Konoha. Plus there's all the roshi-style peeking. 7/10

Hebi Sasuke was a destructive person who probably didn't care about morals. Its arguable that maybe he was trying to bring about justice by taking down Orochimaru and Itachi who he believed to be heartless monsters. But he always claimed to want revenge. Which imples that he wanted to hurt Itachi get away from that feeling of powerlessness that he had been left with since he was a kid. Plus, at that point Sasuke had no excuse for his betrayal of Konoha. Kakashi, Naruto and Tsunade did their best for Sasuke. He returned the favour by abandoning them and joining with the terrorist that had recently tried to kill the village. Its understandable, and in-characters for Sasuke to have behaved taht way. But not moral. 3/10

How moral the readers believe they are and how moral they are portrayed to be (what Kishimoto believes) might be very different.
