They are reborn back in the living world as new people so there is always a set number of souls in existance. The reason SS killed off the Quinchy is because their methods destroyed the souls causing imbalances.

wait, if they get reborn anyways, what's the point of executing people in Soul Society? -.- that's what's gonna happen to them eventually anyways after they die of normal causes in SS. they want to get rid of them faster or something? lol (that's probably the right answer but whatever)

Because you don't normally retain your memory. Although the soul particles still exist, the persona that committed the offense is quite gone.

When they are killed, or executed their souls are recycled, they do not know who they were in past (soul)lives. so they are born as a completely new person

No. I think the execution actually *destroys* the soul itself. One of the few instances that the shinigami will actually destroy natural souls.

Oh, let me go find my "soul jelly" theory :p

    Edit: Found it.

    Spoiler:
Me talking about the Kaien = Ichigo/Reincarnation Theory:
    1) Kaien died in SS. We all know how this happened.
    2) Kaien's soul was recycled.
---a)Kaien's soul is sent off, away from SS.
---b)The soul breaks up into its basic reusable components.
---c)Those components are mixed together into some sort of soul jelly,
-----and the remaining characteristics/memories are disposed of.
---d)That soul jelly is sent to a waiting room for the living world.
    4) Isshin and Masaki do the nasty. Bow chika wow wow
    5) The soul jelly that once belonged to Kaien enters Masaki's womb.
    6) Ichigo is born.

Think of the 'soul jelly' as the DNA-equivalent of the soul. This would make Kaien and Ichigo soul-relatives, but not necessarily soul-twins, as they would be if the reincarnation were direct (as in, the old soul goes directly into a new body).

**don't take the jelly stuff literally, I'm just trying to describe my thoughts :amuse

I believe you're right about the execution, though. The whole reason Aizen wanted to do what he tried to Rukia was to remove her soul completely, freeing the Hougyoku. <-- End of the SS arc spoiler if you haven't gotten that far.

^props to the above post... It is stated that souls in both SS and Earth are balanced w/o risking each other. If there were to be mass killings on Earth, then it will overflow into SS or the other way around. I think that had to do with Quincies and how they deal with the Hollows. I like the idea of rebirth everytime a person dies but the existing memories they had are wiped out.

    Reincarnation.

This was confirmed by the Bleach data book and it was strongly implied by the whole Quincy ordeal.
