    I mean, I'm pretty sure Naruto befriends harder, since he has more firepower, but Nanoha's befriending is viral. She befriends people so hard they in turn gain the power to befriend other victims, leading to a never ending spiral of befriending until the universe collapses into a friendship singularity and everyone with a name is absorbed into her harem of friendship slaves.

    On a more serious note Naruto has a star advantage she can't overcome so she gets befriended to oblivion.

    But if you're actually talking about persuading people, Nanoha comes out because she does, jokes aside, tend to "infect" her friends and pupils with her philosophy of saving people through gratuitous violence. Her student adopts half of the cyborg murder squad sent after them and her daughter punches her way into a harem of other school girls (one of whom later does the same thing herself).
