It's a good matchup for Neji. Despite the difference in power scale he's really a perfect fighter to take on someone like Kimimaro.

Jyuken is implied to bypass some defenses/jutsu outright and damage the internals of the opponent. In theory this should make bone armor less effective, and potentially be capable of even weakening if not severely altering his curse seal mode into a partial transformation, which could actually harm him, or sealing it up.

All things considered it will come down to the speed of their taijutsu. Can Neji land enough shots clean enough to seal majority of Kimimaro's chakra points, or does Kimimaro's bone armor, his Karamatsu no Mai (random bone spurts from body defensively) and close quarter ability prevent him from hitting him enough to finish the fight.

Neji has to hit him a great deal of times cleanly, while Kimimaro needs only hit Neji once to severely wound him and potentially determine the match there.

The one wild card here is whether Kimimaro uses CS1 before Neji has a chance to seal his points. If he does seal them, Kimimaro can still open his curse seal to bypass the damaged chakra points.

If he enters CS1/CS2, and then gets his points closed, he won't be able to do any Jutsu from that point forward and will lose.

But I don't believe Neji has the speed to overcome Kimimaro's taijutsu and Karamatsu no Mai bone defense when he's in CS1-CS2. Not to mention if he's in CS2, he now has the ability to use Seeding Fern, which would overwhelm Neji's defense at some point (as it penetrated 200m of Gaara's compacted sand in less than a second), and prevent him from being struck again by Neji.

So I'll say Kimimaro mid diff, due to Neji's special skill set, and the fact that he'll be forced to use CS1-CS2 to beat him.

At the end of the fight between Gaara and Kimimarou we saw Kimimarou use this ability called Bracken dance. If he uses this Neji would instantly die, you should have restricted it.
