Would suggest, after a certain amount of time with no activity from a user with posts of 500 and above (3+ years). Their name should be forfeit, and available to use by active/contributing users.
Even if you increase the post limit to 1000 or above, would be good.

    agree

ultimately post count shouldn't even matter, if you've been gone for 3+ years you may well return (it's happened plenty of times, sometimes people return from decade long hiatuses), but it isn't really fair for someone who's been gone for years to sit on a good name indefinitely

maybe stipulate that the old user could get the name back if they were to return, but otherwise a new user can keep it?

I've seen people come back after an 8 year break and start posting regularly again. No support from me.

    That sounds like unnecessary confusion

How so? though, it's quite simple. It based on the chance they come back which is generally slim, then it depends if they even want their name back. I'm just saying there is a lot of names, that people may like, that will never be in reach, based in the tiny chance they come back. I seriously doubt it would be an issue, at the rate at which it would occur.

Why would you give someone a name just because willy nilly they wanted it when it might piss off someone who had it first. As far as I'm concerned they're still using the name. Other person needs to be more creative and think of another name or kick rocks.

Because that name is not in use. People who are currently using this platform, should have benefit over those who haven't in years.

I would guess a slim amount comparatively.

We've had similar discussions, some feel people have a 'right' to a username if they had it for 5+ years (even if they were inactive most of it), while others agree that if you're gone for a long time you probably don't care or just won't return and can be (old) like @Mr. Waffles (old).

Ideally this would be the closest to a compromise where if an old user returns they could get a free name change, or the 'new' owner of the name could get a free name change, but other than that it's hard to play fair to everyone since different circumstances for different people.
