She can scream “I’m a Sannin” and cause him to run away. They are 4 or 5 levels of power apart.
Tsunade's punch can be nullified by Suigetsu liquifying him self, but then Tsunade can just use jutsu such as lightning release to counter that. Tsunade has far far higher protrayal and level, so Tsunade wins mid diff. Not going to analyse this too deep
she can weaponize her delicate extraction to parry any blob stuffs then counter w/ okasho or reverse shosen when he goes solid & tries whatever kenjutsu

As soon as Tsunade realizes Suigetsu's water body can counter her Heruclean strength, she simply hits him with Body Pathway Derangement or the Mystical Palm Technique. Not really a big deal.
She wins quickly without any major trouble.
I don't care about portrayal and "tier list no jutsu"....i want to know how Tsuande beats him in this fight

Which can also be be used offensively. It's stated in one of the Databooks that it can be used to overload the target's circulatory system and send them into a coma. Kabuto did this against Kiba during the Chunin Exam.
Further, I believe it was what Tsunade was planning on using against Orochimaru before Kabuto warned him by throwing the kunai.

Kid Naruto is portrayed significantly weaker than Jounin such as Asuma and Kurenai.

She used Pathway derangement in chapter 164, which is categorized as a ration jutsu fam
How is Body Pathway Derangement beating him though? It's a small jolt of electricity that does no damage by itself and only messes up the nervous system, something a liquid Suigetsu doesn't have.
Suigetsu was chopped in half and continuously electrocuted by a lightning charged blade and was physically fine, just unable to properly liquify.
Not sure what Tsunade can do to actually defeat him.
The idea is to stop Suigetsu from properly liquefying. Even if it only runs through the nervous system it's still an electrical field so it should work like any other Raiton would.
After that she just punches him. He won't be physically fine then.

Tsunade would most likely break Kubikiribocho and from there Suigetsu will have no way of dismembering or decapitating her, while all Tsunade would need is to outlast Suigetsu.
Suigetsu suffocates her.
He was cut in half while being continuously electrocuted. Why would a single, non-continuous jolt debilitate him to the point a punch would deal any lasting damage?
Keep in mind that his liquidation is only inhibited while being electrocuted, and Ranshinsho doesn't continuously shock. So hitting him after using it probably wouldn't do anything at all.
He'd probably try to drown her like he did to Juugo.
It lasted at least long enough for Tsunade to punch Kabuto, start healing herself, Jiraiya and co to arrive, Kabuto to cut himself and then take out Naruto's clones. I'd say that's long enough for Tsunade to kill Suigetsu.

The after effects of the initial jolt left on Kabuto lasted. It was his own scrambled nerve signals that caused him lose motor control, not continuously applied electrocution.

It's poured into the body to cut off and cross signals so once it fades the body should quickly return to its normal movements, no?
Even if that's not correct I would imagine that anyone capable of using such a precise Jutsu could simply use more Chakra. As long as it's electrical and Suigetsu is made of water it shouldn't matter whether or not it remains so precise.
