Before Tobirama died, he and a group of talented younger shinobi were being chased by a large group of shinobi. Tobirama asked one of them to volunteer to hold off the enemy. There was a long pause as the shinobi considered throwing their life away to do their duty. When Hiruzen volunteered, Tobirama told him that he was his successor and Hokage. Tobirama instead gave his own life to hold of the enemy. Teaching his students that the Hokage's duty is to protect the village's future.

Tobirama was very suspicious, bordering on prejudiced towards the Uchiha. He seemed to have a lot of faith in Hiruzen before that point. Although he did consider Kagami a valuable subordinate as well.

So what if, in that crucial moment of hesitation, Kagami Uchiha had volunteered first. Would Tobirama have found it in himself to name an Uchiha his successor? Or would he have chosen to let Kagami die. Or let himself die and still made Hiruzen his successor anyway?

How would his decision have affected Konoha's future?

If Kagami volunteered first, I don't think that Hiruzen would have been selected. As much of a hypocrite as Tobirama might have been, his students would have noticed if Tobirama made his speech about the willingness to sacrifice yourself for the betterment of the village being a Hokage's most important quality only to not choose the one who just volunteered to sacrifice themselves.

Also, it's possible that Tobirama was the only one capable of actually holding the enemies at bay on his own. If he left Kagami to die the enemy may have defeated him quickly enough to catch up to the escaping team and Kagami's sacrifice would have been meaningless.

We've seen Tobirama's loyalty to Konoha supersede his prejudice against the Uchiha on a number of occasions (read: taking Kagami as his student in the first place and accepting Sasuke's decision to protect Konoha), so I do genuinely think that Kagami would have been made Third Hokage if he had volunteered first. It would have gone a long way in helping ease the tensions between the Uchiha and the higher-ups too, since Kagami becoming Hokage would have been proof that the Police Force wasn't restricting the Uchiha Clan from the position as some may have thought.

Though there could have been some bad blood coming from other clans who may have thought that the Uchiha having control of both the Hokage seat and the Police Force made them too powerful. Danzo would most likely hold this opinion and ultimately create Root in order to subvert Uchiha authority instead of Hiruzen's authority.

I doubt he would have made quite the same big speech if he chose Hiruzen over Kagami as his succesor. He might have just said that Kagami would make a fine police chief with that attitude. Then said something nice about Hiruzen.
For the record I do think that he'd be forced to accept Kagami as his successor if he volunteered first. Even though he most likely expected Hiruzen to volunteer first.

Yeah, an Uchiha Hokage definitely would have been problematic at the time. The Uchiha were already considered almost as enemies by being the ones to suspect the other clans.Although they could be made to offset that by letting some more affable people from other clans into the police force, even choosing someone like Hiruzen or Danzo as chief. It would have had a major effect on Konoha's future. Probably a beneficial one if it could avert the Uchiha Massacre and reduce the Uchiha's need to boast.

Also, something that's a little of topic but worth noting: Shikamaru was promoted to chunin for almost the exact same reason Hiruzen was named Hokage. He volunteered to give his life for a mission and his comrades. Shikamaru is taking a similar role to Danzo now, but crucially, Shikamaru made the right call while Danzo could not. When push comes to shove Shikamaru will give his life for the right cause.

Hiruzens was the best among all of them either way so he would have been chosen :sarutobi

I wonder if Kagami is Shisui and Obito ancestor just like I have a theory that Minato is Tobirama grandson.

Uchiha are whiny ass emos mostly... They have no place in the high seat. Even if kagami is balanced as fuck, the other whole herd of emo wankers would still plan some shit once they didn't get their favorite toys or some shit. So nope, I don't think kagami would have made a good Hokage but I do think Tobirama would still sacrifice himself and make Hiruzen the Hokage. It does not matter who volunteers, Tobirama knows his students well knows who's the best for the job .

Nothing. That would not change his opinion, at that time, Tobirama already thought well of kagami.
