This kind of topic would be posted in the House of Uzumaki so I'll move it there.
Anyway, if we're only supposed to consider characters who didn't appear until the war I'd say Gengetsu.
The Edo Kages and Kushina were probably the best. Except Rasa. The way the War Arc screwed with Gaara's backstory was lame and unnecessary.
Hashirama. Really liked his character.
Mu if my name didn't already make that obvious. I like the idea of an utterly ruthless leader who isn't immoral because he's evil but just because he's that loyal to his village. Mu manages to do this without turning into a cartoon villain that Danzo sometimes came off as. Generally speaking I find the theme of all loving father figure leaders like Hiruzen vs the more shady patriotic leaders like Mu and Danzo far more interesting than the boring Uchiha vs Senju/Indra vs Asura theme that we actually got.
There's also Tobirama. He's the only Hokage who isn't a saint and this give him some nuance that his peers lack. Tobirama ends up as a character who's noble but not necessarily nice which left a mixed legacy. The series also really needed someone to say without reservations that the Uchiha are just insane in general rather than the innocent lambs Sasuke weirdly insists they are.
The Jubito fight had a lpt of great material in it. It gave us:
-Kakashi and Gai tag team
-Edo Hokage team
-Naruto and Sasuke joint shroud/Susanoo
And so much more.
He owned the WA IMO.
