This is something i always wondered because Hinata and Sakura were more talented and smarter than Ino but why was Ino the #1 female rookie?

Hmm I think it's because Ino was the most balanced. At least I think so. I really have no idea...

Well.. Sasuke was called Number #1 rookie after graduating from academy, so i guess chunnin exam doesn't have anything to do with this. It's about how well do you did in the academy. But Sakura seemed a lot smarter than Ino. On the other hand Ino probably already had her first personal ninjutsu (from her father) so maybe that's why...

Ino was the one with confidence. Something Hinata definetly lacked, and something Sakura was developing. I think it was said to show Sakura's growth as a kunoichi, since she tied with Ino.

I don't recall Ino ever being called the "number 1 female rookie" ?

But with the, at the time, technigue-less Sakura, and weak Hinata, it's not an odd statement though.

Asuma said it at the beginning of the Ino vs Sakura fight... He said that Ino was "most exceptional among Kunoichi." thus it can be assumed she was the number one female in the rookie 9.

The thing with Sakura was that (as an academy student) she was the best ninja in the book/study/knowledge sense. We can probably assume that she wasn't that good when it came to the practical side of it.

Hinata lacked confidence and the only really exceptional thing about her was that she had a bloodline and taujutsu. We know little of her grades (knowledge wise or skill wise.)

Ino, is the most balanced of the (rookie) female genin. She probably had a decent amount of knowledge (partly from her father) and was probably far above Sakura physical skill wise.

The overall best student might not be the exceptional student in one field.

She was well balanced unlike Hinata who specialized in taijutsu and gave up and Sakura who specialized in...well, nothing at the time.

    asuma and sakura

the reason why ino was the strongest:

sakura:really sucked had no jutsu's,a talent in genjutsu(YET SHE NEVER USED IT)

    taijtjutsu:suck
    ninjutsu:suck
genjutsu:good(but never used it or try and learn it)
everthing else:suck expecrt for chakra control

hinata:had exectlent taijjutsu but she didn't try to get better she wasn't intrested in fighting she had good taijutsu but she couldn't hurt someone her intelligence was nothinjg much all of her other stats pretty much sucked expect for taijutsu

she is then worse than sakura in my opinion

ino:had the most balanced stats of them all good taijutsu, exelent ninjutus(and a powerfull one),bad genjutsu, good stamina, good everything else

the reasons she tied with sakura:

-she didn't want to hurt sakura
    -plot
    -inner sakura

"It may not look it but Ino is exceptional among female ninjas but...will she be able to go all out against Sakura?"
I'm not trying to argue but this does not state she was the best female rookie. All this meant she was quite good among her peers...:blink

I agree with everything except that Ino didn't want to hurt Sakura. Sakura was using her chakra to make herself stronger and faster, thus the reason why she was holding up against Ino.

In some translations, and maybe somewhere else, I heard she was the number 1 rookie.

In general, Sakura made comments about her throwing abilities at such a young age, she excelled at probably almost anything during the academy, and her ninjutsu is awesome. Plus she's balanced. And she's got a fairly good head on her shoulders. If I had to guess I would say she would be a great spy.

Ino has a family jutsu on her side, one she likely used during her training in the academy. While Sakura was likely actively competing against her she has no special jutsu, average taijutsu, and a talent for controling her chakra that she never explored during her preliminary training. Hinata was, as we all know, barely interested in being a ninja at all in the academy. She was shy, gentle, and avoided conflict (Neji pointed this out when he read her eyes before their fight in the chuunin exam). She simply did not have the qualities of a ninja back then.

Ino had the confidence, the jutsu, and the that whole hot jail bait thing going on. Of course she was the number one female ninja in the academy!

Remember when Ino and Sakura were little girls and Ino threw those flowers into that one girl's throat without even trying?

Hahah, she was a cool kid.

Tenten wasn't a rookie at that time

Well, as I stated in my last post, Asuma didn't say she was the best rookie, just that she was exceptionally good. I also did myself a favor and read the whole Ino vs. Sakura chapters and all Sakura really states that she wants to surpass Ino. She doesn't say Ino is ranked better, just that she wants to surpass her. This statement doesn't necessarily imply that Ino is stronger as Sakura may simply want to surpass Ino period. I'm not trying to be annoying, but where is the exact page this best of rookie female statement is stated? I'm simply curious as I never remember reading it...

Where did it say that Ino was the number 1 female rookie? I refuse to believe in such a thing. I can understand either Sakura or Hinata, but Ino?

Its because Ino had the most balanced of stats.

She did well in everythign she did, while Sakura lacked in physical/taijutsu skills and Hinata only was good in taijutsu.......

Edit: During the Preliminaries Asuma said Ino became the strongest kunoichi in her class.
