I won't be adding a reason why just yet, but I will edit it asap. This list excludes characters performed by real actors (would make this list damn near impossible to do)

Potamosu (Ai Tenshi Densetsu Wedding Peach)
Reason: Potamosu came in the series and put some needed life to the predictable villains. Instead of being purely bad and devoted to aiding Reine, she was a selfish, energetic and funny demon. While she was serious some of the time (I.E. rarely), she was more comical an approach than the other villains. She's also the only villain in the series who had the capacity for love even before being subjected by the Ai no Mary su Momoko. All in all, I like her because she was so damn cute and can make you laugh at her unintentional silliness.
Lara Croft (Tomb Raider)
Beatrice (Final Fantasy IX)
I won't lie, I forgot a good deal of about the game but I do remember liking Beatrice almost instantly. During that time, that level of dominance and badassery for females wasn't so apparent. She was also easy on the eyes.
Emerada is one of the only character left from my original top ten that doesn't have much of a backstory. What makes her stay is the fact that I enjoyed the mystery she brought, the fact that she was a colony of nanomachines, and was fun to play with. She's also a cute character and seems to be a fan favorite. If the budget wasn't cut, the team did have plans for her arc.
Haruka Shitou (RahXephon)
A character from one of my favorite animes, Haruka strong dedication, unchanging attitude, and a softy under a tough shell. Her relationship with Ayato was one of my favorites, and the loyalty for him was quite endearing. Her character is never overplayed, and you can always relate to her.
Samus Aran (Metroid)
Claire Redfield (Resident Evil)
Aya Brea (Parasite Eve)
Cheryl Mason (Silent Hill)
Nuku Nuku (Banno Bunka Nekomusume)
Jill Valentine, Yuffie Kisaragi, Cecily Campbell, Elehayym, Mikura Suzuki, Elena Fisher, Ayako Mano, Kayura, Elle Ragu, KOS-MOS,
